What this is. A dormant wallet is one that has not spent Bitcoin for years. Some are lost. Some are cold-storage. A subset appear to be pre-surveyed by an on-chain operator before they move — the pre-ping lag is how many days passed between that first probe and the actual sweep. We report what we can verify on-chain. We do not name parties we cannot verify.
